This monograph examines risk management in complex infrastructure projects through the perspective of Sociotechnical Systems (STS) theory. It analyses the limitations of traditional risk management approaches and demonstrates the importance of systems thinking for identifying and assessing hidden risks arising from interactions between technical, organisational, and human factors. The study presents a comprehensive review of the evolution of STS theory, synthesises twenty key sociotechnical design principles, and provides a systematic review of 103 STS methods reported in the international scientific literature. The practical value of the research is demonstrated through the analysis of project teams and the Edinburgh Tram Network project using the Accident Mapping (AcciMap), Abstraction Hierarchy, and Cognitive Work Analysis (CWA) methods. The principal scientific contribution is the development of an original sociotechnical risk management framework for infrastructure projects that integrates risk planning, identification, analysis, response, monitoring, and control within a unified concept. The monograph is intended for researchers, academics, doctoral and master's students, and professionals in infrastructure project management, systems engineering, safety of complex systems, risk management, and public administration.
